ROM in world of ZX Spectrum means "copy of internal hardware read-only memory, used for some kind of OS (Basic or disk system).
And back to question:
TRD and SCL are something like virtual floppy disk for TR-DOS system
TAP and TZX are virtual tape file
SNA, Z80, SZX, RZX... and many others - are memory snapshots (and cause problems when used to keep programs that use additional loads - like levels of game for example).
