Sorry but 19.5KB is not really size to make 800x600 image in popular tools like Windows MS Paint, IrfanView etc. for save PNG format [u]without noticeable loss of quality.
It highly depends on image content. If it is not some kind of photo then the size will be much smaller. For example I just have created screenshot of my double display system and result PNG file of resolution 3840x1080 is only 178404 bytes. Used IrfanView to save the file.
