Not really. I suppose time-slicing was implemented much earlier, i think 50..60s, when hardware costs was high. Multitasking invented due to excessive hardware cost, to allow programmers share machine time (while one programmer does debugging - other running its program).

Also, ZX spectrum 48 was multitaskable, remeber beta-basic (correct me if I wrong) and onscreen clock :)

Also more. When I working in some sort of assembler, and swithing back to basic, or maybe to debugger... What is that, if not sort of multitasking? ;-)
Why to run all programs in parallel, and switch to each constantly? Better to switch on demand :-)
